MINUTES - THURSDAY JULY 11, 2019

CALL TO ORDER 6:38

APPROVAL OF MINUTES - postponed for final corrections

TREASURERS REPORT

1.COAST GUARD PROPERTY UPDATE - MARK SWITZER- postponed
2.DISCUSSION: POSSIBLE CHANGES TO MEETING TIMES/ DAY/ PLACE –
Discussion – Might Saturday work? May be harder to get speakers to meetings.
Or Earlier in week?
Most people are not clear about what the association does. Suggestions: blurb, interview in paper, informational story, At the least, talk it up. Distribute the community plan . It’s on website.
PSAs are free at KWMR
Show up at school events to promote it.
3. DISCUSSION:  SHOULD THE PRSVA BECOME A  503(c)(3) or (4) ORGANIZATION?-  KEN LEVIN, PAM BRIDGES –   If we  achieve non-profit  status that would allow us  to apply for grants and for county funds. We might hire someone to do some secretarial and other routine chores and possibly to do outreach. Perhaps 10 hours a month. Do we know a pro-bono lawyer to help us convert to 501(c)(3) ?  Start with Nolo press book.
    Discussion: What about another non-profit becoming our umbrella agency? Taxes easy. You can do this without incorporating. Lynn is incorporating the disaster council--steps we could follow.
Majority rules, don’t have to incorporate, can ask for funding from outside. Ask KWMR . WMCS did not work because of insurance expense on our part. Do you want us to go forward with the idea that we’d be a 501(c)(3)?  
4.SAFE ROUTES TO SCHOOL -UPDATE  - No third meeting yet.
Pathwork: Peggy – publicity, Will happen Aug 4 and 11th.
Volunteers , Cindy, Ken, Laura, Peggy, Jon Fernandez.
5  MEETING: ADDRESSING HOMELESSNESS IN WEST MARIN -  JULY 17 - PEGGY DAY – PRSVA provided publicity. Discussion about the effect of homeless on PRS.
    6.  ALLIANCE OF COASTAL MARIN VILLAGES - UPDATE - KEN LEVIN
Next meeting. On affordable housing. Routinely notified by county about certain issues e.g. Marin Century Bike Ride -August 3rd. One route coming through town early in morning. Road closures.  Rest stop in prs? Unknown. Commons last time they left waterbottles on commons. Go online and find a map. 2000 cyclists, will close Lucas Valley Rd. from 6:30 am - 9:30am.
Two groups going thru PRS. Century and Mega Century. Starts at 6 am.
    7.SPEAKERS TO MONTHLY MEETINGS -SUGGESTED SPEAKERS AND ISSUES
    Might augment our representation of the village.
    Suggestions: Rotate places about town -suggestions:
TOT tax
FISH – Salmon run, fisheries, get from Patigonia and show it as part of Village Assn.
Sea level rise will affect every person in town.
Coastal commission coming up with draconian ideas for protecting homes from sea level rise.
Alliance of Coastal Marin Villages taking on these issues.
Movie night – flyers from Tomales Bay Assn.– perhaps comingle. Might be able to gain some membership.
Put something in the paper, based on the minutes to get people involved.

    ANNOUNCEMENTS:
    MARIN CENTURY: AUGUST 3
    INSURANCE RENEWAL: the PRSVA use of the Dance Palace Community Center continues to be covered by Marin County insurance because of the role as representing the town.
