11 April 2019 Call to order, 6:40pm 1. Approval of previous minutes. Held until next month. Some members didn't get in email. 2. Treasurer's Rept. None. 3. Assoc. of Coastal Marin Villages (ACMV). Ken. Now has Dillon Beach and Stinson Beach reps. Did final Tourism Impacts rept. and Town Hall. Rept. is on PRSVA web site. Well-received and attendees went on to new topics of concern: Affordable Housing, LCP Hazards chapter (Sea Level Rise, included), Caltrans Concept Rept. for SR 1, Caltrans Paving Project, Quarterly meetings with Dennis. ACMV finalizing their agenda for the next year or two. 4. Services Needs Meetings. Ken. Dennis R. holding meetings monthly. Have set a list of needs and are prioritizing now. 5. Water Meetings. Ken. Loreen Jackson, Co. Health, got a grant from the St. Dept. of Water Resources to investigate needs for water supply and wastewater system needs in Dillon Beach and PRS. Process includes three public meetings in each town. Held first PRS meeting a week ago. She opened with a recitation of wastewater treatment needs in the San Geronimo Valley and the recent system built in Marshall. Then, she wanted us to go to tables and do lists of priorities, but audience members complained that her Intro was biased and left out water supply, environmental (in-stream) water rights to protect fish, toilets for tourists, and other issues. Then, we formed groups and listed needs and put them on the wall. Identified needs included: Toilets for tourists, long-term water supply, alternative used water systems, and several other needs. A town wide survey is forthcoming. The next meeting will discuss, and presumably prioritize, these needs. 6. Caltrans Update. Ken. The first project coming up seems to be repaving SR 1 and includes ADA curb cuts and crosswalk striping in PRS. A workshop was held a week ago at the Small Gym with pics on easels and staff. No real meeting was held, where citizens could hear each other's questions. 7. Development Review. John Fernandez received a request for review of a small project, rebuilding a garage, before its submittal to the county for a permit. The Dev. Rev. Committee will comment (Pam, Mike, John). John will lead the review. Ken comment: This is an example of a most appropriate use of our Design Review process. Feedback to a neighbor concerning possible problems with a planned project prior to permit application. Thanks to all.
