August 10, 2017 Call to Order -6:31pm- Ken Levin Treasurers Report Introduction of Guests, first time attendees. Approval of May Minutes- Melanie / Cindy 1. Overnight Parking on C Street- History of problems and Issues- Tom Quinn. Reporting on problems observed and experienced by neighbors and residents by some (not all) overnight campers. Issues of trash, behavior, aggression, property damage and theft of a residents' dog. Discussion of problem solving attempts with Sheriff and Dennis Rodoni followed in the recent months and there was agreement that residential streets are not appropriate camping grounds. Sheriff advised getting signage on street to prohibit overnight parking so they would have something to enforce. Dennis suggested asking Churches if people could overnight park in the church's parking lots. This was asked and permission denied, due to liability and safety issues. Public Works Contact for signage is Bob Goralka and the process for signage on C street has begun. The requirement that a public notice be placed in the local paper was done last week, also notification in the paper that this meeting would be held, to hear from the public. Guests here tonight representing the ranching community on the Point who need the cattle trucks parked on C for 3-4 times during the month of July. Discussion of the need and to continue and possible parking alternatives for these very large cattle trucks. There is wide agreement from our group to support the ranchers with this need and further discussion and problem solving will be done. Action item: Laura Arndt will contact Bob Goralka about next steps and how to best accommodate the cattle trucks, to continue to park on C st., if there are exemptions or special conditions to restriction. Best alternatives to trucks parking on C Street to be considered by ranchers with PRSVA supporting as needed. We will continue to discuss and problem solve. Also discussed Other streets surrounding downtown that have been/ are affected by overnight camping. Should problem be addressed street by street or with one effort to restrict overnight parking throughout? There is agreement with those present to support the idea of residential parking permits in the neighborhoods -restricting overnight camping. Action item: Laura Arndt will contact Bob Goralka regarding this. 2. Commons Working Group - Update- Mark Switzer Working on a draft management plan for use, funding and future of the Commons. Items being discussed with owners zoning, access issues, insurance. Funding was obtained from the county from 7/17 to 7/18 to pay expenses for maintenance. Trash survey done with and without picnic tables by Madeline Hope found that there was little change on amount of trash collected. 3. Design Review - Randal Fleming Randal has met with the new owner of the calfing lot and design review group met with owners of 5 Lorraine Way to discus/ resolve an issue. Discussed the Coast Guard property /project with Kim Thompson and will invite her to next meeting to give an update. 4. West Marin Working Group with Mike Mc Guire- Bob Johnston There will be another Community Meeting with Mike McGuire to give an update. This meeting date has not been set yet.
