Minutes JUNE 14, 2018 CALL TO ORDER - KEN LEVIN 6:37pm TREASURERS REPORT- Insurance for meeting- Ken Levin- we are covered by County umbrella insurance 1. KRISTEN DRUMM- MARIN COUNTY PLANNING LOCAL COASTAL PLAN (LCP) PROPOSED LAND USE POLICY C-PK-3 COASTAL COMMERCIAL CORE AREA Discussion of the boundaries of the Commercial Core and changes in the language of the area outside the core, Village Commercial Residential (VCR). The coastal Commission wants to change the area outside the core from "principally permitted” (PP) to one principal use only. Question raised as to the legitimacy of Coastal Commission determining zoning within our village. There are currently two principally permitted uses VCR, residential and commercial. The Coastal Commission language in the Coastal Zone gives a priority use to visitor serving services, not residential use. The PRSVA is concerned about the scarcity of housing in our zone and would like to protect as much as possible. We would like to see zoning language for VCR areas outside the Commercial Core be given a residential use priority in the yet to approved language. The implementation language is not certified yet, and could be 1-2 years away. Discussion of the brick maiden building site and the “chipper lot” as parcels that could be excluded from the Commercial Core boundary map and stay in their current zoning, VCR. Motion made by Mark Switzer - PRSVA acknowledges the county map/boundary defining Commercial Core with an amendment. To remove parcels 119-222-08 and 119-224-07. Approval only with amended language to reflect C-VCR outside core as residential principally permitted and commercial permitted. Motion approved 2. COAST GUARD MEETING -To be held Thursday July 12 at 6:30, same time as PRSVA meeting. PRSVA meeting to be cancelled. Attendance encouraged at CGHousing Meeting. Meeting next on August 9th 3. GOLF COURSE AND COMMUNITY PLAN- MARK Issue of the San Geronimo Community Plan being overlooked by the County. Discussion of structure and substance of all Village community plans, intent and importance. When is a Local Community Plan superseded by the Master Plan? Discussion concluded our original letter of concern to Sup. Rodoni on this issue was sufficient. 4. DESIGN REVIEW Randall Fleming has stepped down from Design review. We want to acknowledge Randalls contribution and hard work, great letter writing and creative ideas . Thanks Randall for all your help. Discussion of the need for Design review to meet early on in the design process, ideally to be involved with the initial consultation. Is earlier notification to DR from County possible? Is there a way for new owners of a property to be given info from the county when making a real estate transaction? Roy Pitts has volunteered to join design review. Thank you Roy. 5 ALLIANCE OF WEST MARIN VILLAGES - KEN LEVIN Project ideas of the group have been stalled . Being held up with Caltrans lack of participation. However mumble strips are being put in on highway 1 north of point Reyes station. Current projects can be seen online under Marin County Cal trans projects 6 CLAM / COAST GUARD MEETING - Kim Thompson Kim encourages us to go to the meeting and ask questions regarding the role of the working group in the development process and have a local voice in this project 7 WALNUT PLACE NIGHT TIME LIGHTING- Mark- States they are currently experimenting with the brightness issue at night ANNOUNCEMENTS Greenbridge Auto Gas Station has been sold to Redwood Oil Meeting Adjourned |
