Minutes

Call to Order 6:34pm -Ken Levin Introductions and welcome Guests. Stacy Laumann, Project Manager for CLAM, Bradon Cartwright, reporter for Point Reyes Light

1. Update on Coast Guard - Stacy Laumann.  The developer will be Eden Housing. Due to Covid-19, next steps are delayed until August. Group is still meeting and doing internal business, discussing County goals for project and CLAM’s goals. Will create a vision and then have a conversation with the community. Such issues as: How the community can influence site design  Sustainability, zero energy use, advanced methods of water reclamation/reuse. People are welcome to visit the site now, if gate is open. Current plan is for 36 units, housing approx.150 people.  Permit will be for “remodel.” Path easement exists to WM School

2. Concerns of Town over Covid-19 precautions and compliance: Crowding on sidewalks, people not wearing masks, noticeable increase in visitor traffic and concern for locals exposure, spread of the virus.  Community member suggested a banner across the road by the pharmacy reminding people to wear a mask. Discussion regarding placement and types of signs. Ken will discuss concerns with Dennis and request county support and  involvement. Announcement that 17 picnic tables in downtown have been removed from public use due to health issues. This was a result of members contacting business owners and requesting they remove tables to discourage unsafe picnicking in town. Thanks to the owners. Suggestion: Letter to downtown businesses from PRSVA thanking them for having mask signs.

3. PG and E- notice sent out from PGE about their upcoming  inspection of power lines using a helicopter flying as low as 100 ft -  scheduled for the month of August, M-F Hope that it will be a one-time overflight, primarily along rural transmission lines.

4. Design Review- Steve Antonaros  No DR Meetings or new projects to report on. Steve reported on his efforts to meet with other interested community group leaders and CLAM to discuss how to remove barriers and obstacles to the creation of new ADU's (Accessory Dwelling Units) in West Marin.  Those obstacles are mostly but not entirely due to current septic system requirements which make it unfeasible for many homeowners to add a small unit for rental and for CLAM's Real Community Rentals program.  Letter sent to Senator McGuire to begin conversation at the State level to see what changes can be made to make it easier to build local community housing.

Bob Johnston- County has instituted new short-term rental policy with specific limitations.

5. Tree stump on Wells Fargo property- member voices concern re: unsightliness of tree stump and tripping hazard . PRSVA to write letter to Wells Fargo re: tree stump removal/replanting

Special Townhall August 6th with Supervisor Dennis Rodoni and Sheriff Robert Doyle

District 4 Supervisor Dennis Rodoni will be attending a Townhall with Sheriff Robert Doyle on Thursday August 6th, 2020 at 1:00 PM (see zoom details below). The Townhall will also be streamed to the Marin County Sheriff's Office Facebook page. Viewing will be available after the event also.
 
As of July 30th, the Sheriff’s office reduced staffing levels at the Point Reyes Substation. Our coastal communities still receive service at all times of the day and night, but response times may be longer in some emergencies depending on where a Deputy is located in relation to the call for service. (Deputies are assigned to work our coastal communities from 11AM to 11PM every day.)

Many out of towners, lack of compliance, not wearing masks, distancing etc. Comments concerning  the reopening “plan” for the county. Thoughts, observations, concerns, ideas to make downtown safer with less congestion. How to protect residents?  How to protect town character?

KWMR doing weekly report

2)   Roy Pitts:  Food Program
WMCS - 1500 meals since March 1.  Threefold increase in demand. Food provided. Good data collected for tracking purposes.   Patty Lyons (Marin County) Sites: Tomales, Point Reyes Station, Bolinas, S.G. Valley  -  need to be supported for sustained operation.   Seniors “overfed”, need to find other underserved in need.

3)   Lynn Axelrod-Disaster Emergency Preparedness
Potential upcoming power outages. Need help staffing emergency charging stations (WM School ?) Volunteers:  Mark, Cindy, David Steve, Laura offered to help

A. Strober Trust  "Gallery" 60 Third Street. residential to commercial conversion. Waiting for County to post status?. Conditions for permit. May revert to residential??  Letter to County sent.   
B. ADA Public Restroom ramp on Mesa Rd- final proposal in, basic ramp with landscaping and railings    
C. Gas Station- questions regarding what kind of prepackaged food, more garbage created.

5)  Goings on about Town
Several commercial buildings for sale.  How will this affect downtown businesses and services what change in ownership will we see. Need business that support essential needs.       Appreciation of essential services available in our town  at present:      Gas station, vehicle repair, bank, Post Office, food market, deli.
