January 14, 2021 (Zoom meeting) 6:35pm Call to order – Ken Levin Treasurer’s Report Minutes – Jan 14, 2021 Minutes approved without objection Item 1: Guest: Beth Nolan, Principal of West Marin and Inverness Schools, Children are back to school, going well. Some kids remain on remote learning for remainder of year, Some minor vandalism occurred, school addressing that by offering less damaging alternatives, Hoods to correct intrusive lighting on Bob Raine’s to do list. Item 2: Lighting Review Committee, Steve Antonaros, Peggy Day Lighting committee conducted two nightime skyscape/dark sky surveys, plan to approach property owners in order to bring town lighting in compliance with Point Reyes Community Plan. Newspaper to cover story. Frank Borodic to join Lighting Committee Item 3: Design Review Committee, Steve Antonaros, Pamela Bridges Mark and Kim to provide status update on Coast Guard Housing soon, Station House ongoing, PRSVA looking to get designated planner to keep VA apprised of permitting. Item 4: Alliance of Coastal Marin Villages, Ken Levin Important things happening with Coastal Commssion, working of strategic plan for next 4-5 years, Changes in villages up and down the coast, CC staff was making decisions ignoring the variability and uniqueness of villages. Language was inserted into strategic plan so local plans can dictate what happens in each locality. County plan would hopefully reflect what we want to preserve in our towns. After big push from alliance, Marin delegate understands issue. Comment: Applaud efforts. We don’t want urbanization and modernization to creep out here. IF economy is driven by tourism, that might happen. Chamber of Commerce willing to help in any way. Item 5: North Marin Water District: Peggy Day, Ken Levin Ken attending NMWD board meetings. They acknowledge there’s an issue out here with drinking water. Moving ahead through permitting applications for Gallagher #2 well. They will come up with a plan to provide lower saline water to community. This year is a dry year, related to diverting water from Kent Lake so salmon can migrate. NMWD working on new rate structure for WM. Item 6: Goals for 2021: Keep tracking Green Bridge Frank: Attending county meetings, Marin Recovers from COVID, etc. As we come out of this, we’re going to see an explosion of people coming out to town. Town is out of control. Issue in the past, how do we manage this? Important to get our viewpoints in. Marin Recovers helping tourism. Issue is we should be aware and have our ducks in a row when these issues come, and they will. I don’t see any strategy for dealing with WM. Our issue is people coming out here overwhelm us. Where do we go, Marin Recovers, led by Damon Connoly and Judy Arnold, comprised of a lot of businesses, looking at strategy going forward. Make sure Dennis is aware of our concerns. We have to collaborate between organizations out here to come up with a plan. Rhonda; we can amplify that message. Have a conversation with Dennis at next meeting? Comment: They shut down Pierce Point 2 week ago, fights for parking spots, need crowd control Announcements: Cal Trans/Rt. 1 repaving—2023, will make presentation to town in future. MINUTES –NOV 13, 2020 Call to order 6:31 pm – Ken Levin No Treasurer’s Report Minutes of August 2020 & October 2020 Approved without objection. Item 1: Jim Grossi, North Marin Water District – District 1 (our) Representative. Born into ranching, became engineer, worked in West Marin for Stuber and Stroeh for years. Wants residents to know he is available to us. This year the salinity levels have been increasing exponentially. The fire department took extra water for the fire out here and NMWD is working with MCFD to find out how much they used and if they can use salt water or park water in the future. NMWD drilled another well on the Gallagher Ranch that seems like it will work. Now they have to obtain permits. Goal is to have two upper wells providing sufficient non-salinated water by next summer. Ken: Reiterated the water district should provide safe drinking water to those who can’t afford to obtain it from other sources during periods of high salinity. Also, the district is selling our water for construction work; some of that income could be used to provide water to people who need it. Jim Grossi: Promised to bring these issues up with NMWD immediately and find out how much water was used to fight fires. Reps from PRSVA to attend next NMWD Board of Directors meeting. Steve Antonaros: Water slimy to touch. Is there something to be done to protect water heaters? Pam: The water is affecting glazes at local ceramic shop. Plus, it is unpalatable. Suggestion for a reverse osmosis system. Bob Johnston: Why is district supplying three ranches? Grossi: Right now system isn’t pumping water to ranches. It is trucked. Ranches don’t enjoy the same priority as municipal customers. NMWD is re-examining their West Marin service area boundary. Item 2: Mark Switzer – Nominating committee, Mark, Rayychel, Melanie, Peggy, Cindy. Contacted existing officers to see if they were prepared to serve another term; sent email to membership; invited nominations; no other nominations received; met & formed slate; sent slate to membership. Slate 2021: President: Ken Levin, VP: Pam Bridges, Secretary: Peggy Day, Treasurer: Laura Arndt. Design Review Committee: Chair: Steve Antonaros, Members: Pam Bridges, Jon Fernandez, Roy Pitts, Mike McClaskey, Randall Fleming. Motion: Mark: That the present slate of officers as well as Design Review nominees be elected. Chuck: Second. Motion passed with majority vote Item 3: Point Reyes Station Community Plan Review Committee –Steve Antonaros: Discussed looking at the Community Plan (last edition: 2001) and seeing what needs updating. Suggests creating addenda section for additions, rather than editing existing text. This is something we will want to take up in the future. Item 4: Design Review Committee – Steve Antonaros, Pam Bridges.
Rhonda: Check with CLAM for their statistics Mark: The initial success of the community program stalled. For homeowners, providing handicapped access and eliminating barriers are issues and possible problems. The scope is a question and that would impact water consumption and septic load. Program more attractive in areas with sewers rather than septic systems. ABAG determines the number of low-income housing units unincorporated Marin must make available. B: The Station House Café is moving to the site vacated by Osteria Stellina and plans to expand into the gift shop. Review with planning department because of changes, getting septic analyzed for capacity. Is there adequate parking? DR in conversation with owner, Sheryl Cahill. C: Lighting Issue: complaints about new lights at school and the glare on nearby houses. Steve sent email to Superintendent Raines spelling out need for light shields. Not a big project. That’s been an issue. PRSVA should have relationship with school and district going forward. Laura: We need to expand nighttime lighting analysis to all of downtown. Big lights on at Cowgirls, Wells Fargo, etc. The 2007 Countywide Plan has recommendations. Lighting Committee volunteers: Rhonda, Peggy, Pam, Laura, Steve. Announcements: Rhonda: We should invite members of Abriendos Caminos (Creating Pathways) to our meetings. They have funding for leadership development. He is also a partner in Marindale Ranch. He has lived in Marin County, in the Stafford Lake Watershed, his entire life and has more than 40 years of civil engineering experience. He is a registered Civil Engineer in California and holds a Bachelor of Science Degree in Civil Engineering from UC Davis. Jim Grossi has designed and provided engineering consulting services for hundreds of projects throughout Northern California. He has performed preliminary planning, feasibility analysis and final design to construction of infrastructure for residential, industrial, commercial and higher education projects. Jim’s expertise includes planning, entitlement and permit processing, regulatory approvals, financing, engineering design and construction management for a wide variety of projects, including water supply, Storm Water Management and water conservation projects. Jim has served as a consultant to Northern California Water Agencies and Districts, providing assistance with understanding the needs and challenges faced by institutions and agricultural water users. Jim Grossi has served on the Boards of numerous community organizations and is presently President of the Board of Trustees of Lincoln School District and serves on the Marin County Flood Zone #1 Advisory Board. |
